Program Director Outpatient Mental Health Clinic Psychotherapist | Co-Owner
Tameka Bullock-Price, LCSW-C is the Program Director and Co-Owner of HOPE Behavioral Health, bringing over 16 years of dedicated experience in the mental health field. A proven leader and visionary, Tameka has successfully managed multiple Outpatient Mental Health Clinics (OMHCs), guiding them through strategic growth and operational excellence.
Her expertise spans clinical program development, staff supervision, compliance management, and quality assurance. Tameka is highly skilled in facilitating CARF (Commission on Accreditation of Rehabilitation Facilities) surveys, having led numerous clinics through successful accreditations and renewals—demonstrating her deep understanding of regulatory standards and commitment to service excellence.
In addition to her administrative strengths, Tameka is passionate about building strong, client-centered care models that promote recovery, empowerment, and long-term well-being. Her expansive skill set includes training and mentoring clinical teams, implementing evidence-based practices, enhancing community outreach efforts, and optimizing internal systems to improve overall service delivery.
Tameka’s leadership continues to shape the mission and vision of HOPE Behavioral Health, ensuring high-quality, compassionate mental health services for the communities they serve.

Tiara Williams, LMSW
Program Director Psychiatric Rehabilitation Program Psychotherapist | Co-Owner
Tiara Williams, LMSW is the Co-Owner and Program Director of the Psychiatric Rehabilitation Program at HOPE Behavioral Health. With over 14 years of experience in the mental health field, Tiara is a dedicated advocate for client empowerment and community-based support services.
Tiara has a strong background in psychiatric rehabilitation, case management, and program development, with a proven track record of helping individuals achieve greater independence and improved quality of life. Her leadership is rooted in a deep understanding of the social and behavioral factors that impact mental health, and she brings a hands-on approach to service delivery that emphasizes compassion, structure, and client engagement.
As Program Director, Tiara oversees the daily operations of the PRP, ensuring program compliance, staff training, and continuous improvement of service outcomes. She plays a key role in developing individualized rehabilitation plans, coordinating care with interdisciplinary teams, and expanding community partnerships to strengthen client support systems.
Known for her strategic insight and collaborative spirit, Tiara is committed to fostering a culture of excellence and accountability at HOPE Behavioral Health. Her dedication and expertise continue to drive the success and growth of the organization’s rehabilitation services.

Tony Oby, LCSW-C
Program Director Mobile Treatment Services Program Psychotherapist | Co-Owner
Tony Oby, LCSW-C, is a dedicated leader at HOPE Behavioral Health, where he co-owns and directs the Assertive Community Integration and Mobile Treatment Services (MTS). With over 15 years of distinguished experience in mental health and community-based services, Tony is committed to providing high-intensity, wraparound care for individuals facing severe and persistent mental illness.
Tony excels in developing effective, person-centered treatment models, focusing on promoting stability, independence, and holistic wellness throughout the community. His expertise extends to innovative program development and building strong, community-based relationships, ensuring that services are not only effective but also accessible to those in need.
As the Program Director, Tony leads a dynamic multidisciplinary team of clinicians, nurses, case managers, and peer support specialists. He is responsible for maintaining program compliance, ensuring clinical quality, and fostering a compassionate approach to care. Tony’s leadership has played a crucial role in reducing hospitalizations, improving treatment engagement, and enhancing the quality of life for underserved populations.
